Joshua Blevins

Managing Partner, Blevins Investment Group

Josh leads Blevins Investment Group's real estate investment, development, and consulting practice, with nearly two decades of experience turning complex, overlooked properties into lasting community and investor value.

Josh Blevins is the Managing Partner of Blevins Investment Group LLC and BlevDev LLC, where he directs the firm's work across real estate investment, development, and consulting. For the past thirteen of his nearly twenty years as a real estate entrepreneur, Josh has focused on large market-rate and affordable multifamily housing and mixed-use developments, with a specialization in both urban infill and the adaptive reuse and residential conversion of large historic structures. In 2024, the company he built exited the majority of its multifamily portfolio to private equity. Today, Josh leads a team that has collectively developed over $1.5 billion of real estate assets.

Josh's investment approach is highly opportunistic, often built around complex deal structures and capital stacks that combine hard and soft debt from public and private lenders with an array of state and federal tax credit programs — including Low-Income Housing Tax Credits (LIHTC), New Markets Tax Credits (NMTC), Historic Rehabilitation Tax Credits (HTC), Opportunity Zone incentives, private activity bond financing, and EPA Brownfields revolving loans. He has led over a dozen projects involving brownfields remediation, and has secured over $100 million in tax credits and abatements on individual developments.

Operating in an upstart company with a frenetic deal pace, and holding responsibility for every phase of development — from predevelopment and entitlement through construction, operations, and disposition — Josh became, by necessity, a generalist. That range shows up in how he leads today: cultivating relationships with officials at the municipal, state, and federal level; guiding projects through community engagement, zoning, and permitting; and structuring the public-private capital stacks that make historic and affordable housing projects possible.

Josh has seen firsthand the transformative power of placemaking — the ability of capital, thoughtfully deployed, to improve people's lives through a better built environment. He has led and served on public and private boards related to affordable housing, historic preservation, education, and civic engagement. Prior to his career as a developer, Josh worked in politics and government, including as a registered lobbyist.

Josh holds a Master of Science in Real Estate Development from the Massachusetts Institute of Technology and an undergraduate degree (ALB) in Government from Harvard University. He also serves as an instructor at the MIT Center for Real Estate. Originally from Arkansas, Josh now lives with his wife and two children on Massachusetts' South Shore, where he spends as much time as possible on the water. He enjoys mentoring and judging high school debaters.
